Abstract
The phenomenon of using sound horeg—a high-powered sound system commonly used in entertainment activities such as weddings, parades, and public festivities—has become increasingly widespread in various regions, particularly in densely populated residential areas. The use of this equipment often causes excessive noise that disturbs the comfort of the surrounding community and triggers social tensions. This study aims to analyze the use of sound horeg from a legal perspective as a form of violation against public order. The research employs a normative juridical method with a statutory and case study approach. Data sources are obtained through literature reviews of legal instruments such as the Indonesian Penal Code (KUHP), the 1945 Constitution of the Republic of Indonesia, Law No. 2 of 2002 concerning the Indonesian National Police, Decree of the Minister of Environment No. 48 of 1996, as well as regional regulations governing public order and environmental protection. The results of the study indicate that the use of sound horeg without considering noise level limits and without obtaining permission from local authorities can be categorized as a legal violation that disrupts public order and infringes on citizens' rights to a safe and comfortable environment. Although regulations already exist, their implementation in the field remains weak due to minimal law enforcement and low public legal awareness. Therefore, there is a need for regulatory strengthening, improved coordination among institutions, and legal education for the public so that the use of sound horeg does not negatively impact the social environment.
