Abstract
he era of digital transformation is driving cities to adopt the Smart City concept, focusing on six pillars: Smart Governance, Smart Economy, Smart Society, Smart Branding, Smart Living, and Smart Environment. Advanced technology is key to these pillars, particularly in security and individual identification. Kediri Regency, through its Communication and Information Office, is part of Indonesia's Movement Towards 100 Smart Cities. A Smart City efficiently and effectively manages resources to benefit community welfare and anticipate previous occurrences. The success of a Smart City relies on the participation of all regional apparatus. A major issue is identity fraud, threatening individual security and undermining system trust. Facial detection technology integrated with a genetic biobank database offers a safer solution for individual identification by verifying family relationships and tracing infectious diseases. This research aims to integrate facial detection with a genetic biobank to support Kediri Regency's Smart City pillars. This integration is expected to improve individual identification accuracy in various contexts, such as government services, natural disasters, criminal cases, and missing person searches. Facial and genetic profiles of residents registering for identity cards will be collected and stored in an identification database connected to the E-KTP, enhancing identification accuracy. The integration of facial detection and a genetic biobank can significantly improve security, individual protection, and public service efficiency in Kediri Regency, addressing complex identification issues and supporting sustainable Smart City development.
