Abstract
The development of transportation significantly influences a country's economic growth by facilitating public mobility. Trans Jatim Corridor V, operating on the Surabaya – Bangkalan route, is one of the public transportation services developed by the East Java Provincial Transportation Department. However, during its operation, several issues have been encountered, raising concerns about fleet readiness and affecting public perception of this new mode of transportation. This study aims to evaluate the operational performance, identify improvement strategies using the Importance-Performance Analysis (IPA) method, and analyze fare feasibility based on Vehicle Operating Costs (VOC).The data used in this study were obtained through static and dynamic surveys as primary data, while secondary data were collected from the East Java Provincial Transportation Department and PO. Menggala as the operator of Trans Jatim Corridor V. The analytical methods include Importance-Performance Analysis (IPA) to determine service improvement priorities and VOC calculations based on the guidelines from the Directorate General of Land Transportation (2002). The results indicate that the average operational performance shows a load factor of only 42%, which is below the 70% standard, while the average travel time of 1 hour and 58 minutes and a headway of 20 minutes meet operational standards. Improvement strategies focus on enhancing safety, temperature comfort, and first aid facilities (P3K), while maintaining well-performing attributes such as vehicle identification, safety equipment, service information, and payment systems. The VOC analysis shows a cost of Rp6,607.73 per bus-kilometer, with a feasible fare of Rp14,500 per passenger per trip, requiring a 74% subsidy to cover the gap between the actual fare and the operational cost.
