Abstract
Sidoarjo Regency has recorded the highest Open Unemployment Rate (OUR) in East Java Province over the past five years, with Vocational High School (SMK) graduates contributing the largest proportion of unemployment. This study aims to describe the implementation of the Job Matching Program conducted by the Sidoarjo Regency Department of Manpower. This research employed a descriptive qualitative approach, with data collected through observation, in-depth interviews, and documentation. Data were analyzed using the interactive model of Miles, Huberman, and Saldana, while data validity was ensured through source and technique triangulation. The findings indicate that, in terms of policy design, the Job Matching Program has a clear policy framework, although it has not been able to encourage greater participation among SMK graduates. Regarding organizational and interorganizational behavior, coordination and the division of roles among stakeholders have been established; however, implementation is still constrained by limited company participation, delays in recruitment reporting, and differences in organizational interests. Regarding street-level bureaucrat behavior, program implementers demonstrated responsive behavior in addressing implementation dynamics and various constraints encountered during the implementation of the Job Matching Program. Overall, the implementation of the program has not yet been optimal, as reflected by the participation of only 451 applicants, 45 companies across three implementation sites, and 21 successful job placements. This condition is influenced by the mismatch between the labor demand of the industrial sector and the job preferences of some SMK graduates, as well as the limited commitment of participating companies. The findings contribute to the literature on policy implementation, particularly regarding the factors influencing the success of the Job Matching Program as an employment placement initiative.
