Abstract
This study aims to examine the implementation of job training programs funded through the Revenue Sharing Fund from Tobacco Excise (DBHCHT) as an effort to reduce unemployment rates in Nganjuk Regency. DBHCHT is a fund sourced from state revenue generated from tobacco excise, which is allocated to regional governments for use in various sectors, including the employment sector. As one of the DBHCHT recipient regions, Nganjuk Regency has organized several job training programs to improve community skills, particularly for those affected by tobacco excise regulations and individuals categorized as openly unemployed. This research uses a qualitative descriptive method with a case study approach. Data were collected through in-depth interviews with the Department of Manpower, training instructors, and training participants, as well as through field observations and documentation related to the job training programs. The results of the study indicate that the implementation of DBHCHT job training programs in Nganjuk Regency has had a positive impact on enhancing the skills and job readiness of the participants. However, the effectiveness of the program is still not optimal due to several obstacles, such as limited participant quotas, a mismatch between training types and local labour market needs, and the absence of a structured mentoring and job placement system. Therefore, cross-sectoral synergy, mapping of real labour market needs, and a continuous monitoring and evaluation system are needed so that the implementation of DBHCHT job training programs can significantly contribute to reducing the unemployment rate in Nganjuk Regency.
