Abstract

This research aims to describe the collaborative governance process in the development of religious tourism at Gus Dur's Tomb in Jombang Regency. The cooperation between the Youth, Sports, and Tourism Office of Jombang Regency and the Tebuireng Islamic Boarding School is an effort to respond to emerging problems, especially related to the increasing management of pilgrims, limited facilities, and the need for tourism program integration. The collaborative model of Ansell and Gash is used as an analysis that emphasizes the importance of the involvement of various actors, such as the local government, the Islamic boarding school, the manager of Gus Dur's Grave, and business actors. This research uses a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The research results show that the implementation of collaborative governance in the development of religious tourism at Gus Dur's Tomb has been well applied in accordance with the Ansell and Gash models. This can be seen from the development of adequate infrastructure, existing supporting facilities, and space for business actors to participate in the development of religious tourism at Gus Dur Tomb.
