Abstract

The rampant circulation of illegal fitness supplements in Surabaya has become a serious problem, impacting consumer safety and the effectiveness of legal oversight. This study aims to analyze the factors contributing to the high circulation of illegal fitness supplements and examine the countermeasures taken by the Surabaya City Food and Drug Monitoring Agency (BPOM). This research uses empirical legal methods with a legislative and conceptual approach. Data were obtained through direct interviews with BPOM officers and supported by a literature review. The results indicate that the circulation of illegal fitness supplements is influenced by several factors. BPOM has undertaken various efforts, including routine and incidental supervision, guidance, pro-justice measures, collaboration with law enforcement officials, and education through digital media. However, BPOM still faces several challenges due to existing obstacles. Therefore, increased supervisory capacity, strengthened regulations, and stronger synergy between institutions are needed to effectively combat the circulation of illegal supplements.
