Abstract

Community participation in the development of the tourism sector is crucial. Local community involvement is not only seen as an object of development but also as a key element in the planning and implementation of tourism development. Community involvement can enhance a sense of ownership of the tourism development and improve the local economy. This study aims to describe community participation in the development of hill, lake, and cave (BULAGA) tourism in Pucakwangi Village, Babat District, Lamongan Regency. This research is descriptive with a qualitative approach. The focus of this study is analyzed based on Wilcox's (1994) theory of community participation levels, which consists of five levels: providing information, consultation, deciding together, acting together, and supporting. Data collection was conducted using interview, observation, and documentation techniques, with informant determination using purposive sampling and snowball sampling. The results show that community participation in the development of Bulaga Tourism is at the highest level, providing support in the form of time and energy. During the information-sharing phase, the community provided clear and regular information to the village. This information was then followed up through a consultation phase, which served as a forum for the Pucakwangi Village community to express their aspirations. Decision-making was then carried out through a village meeting attended by the Village Government, the Tourism Awareness Group (Pokdarwis), the Neighborhood Association (RT/RW), and community leaders. The decision was to develop Bulaga Tourism on a regular basis, while prioritizing development due to limited development costs. In working together, the community collaborated with the village and carried out their respective duties and responsibilities. The community also provided support in the form of time and effort, through participation in community activities and community work at Bulaga Tourism.
