Abstract
Capital issues are still a major obstacle for Micro, Small and Medium Enterprises (MSMEs) in East Java Province. In response, the East Java Provincial Government launched the Prokesra program to provide access to low-interest financing. However, the dynamics of credit ceilings that change every year have an impact on credit realization, including in Sidoarjo Regency which ranks 14th in Proksra credit realization in 2024. This research uses a descriptive qualitative method and analyzes implementation using David C. Korten's implementation theory to analyze the implementation of Prokesra in Sidoarjo. The results of this study indicate that the focus on program alignment with beneficiaries has not been successfully implemented. The level of knowledge among MSME actors regarding Prokesra in Sidoarjo is still not optimal, with a percentage of only 20-30%. In addition, there are other loans in Sidoarjo with lower interest rates of 2% per year, which are considered cheaper than Prokesra. In terms of program alignment with implementing organizations, the selection of partners has been carried out appropriately. Implementing agencies, including BPR Jatim and Diskop UKM Jatim, have understood their roles and responsibilities and are supporting the program. Regarding the alignment of program beneficiaries with the implementing organization, although the criteria set by the implementing agency have been met by SMEs, there is still a non-performing loan (NPL) rate of 0.08% in Sidoarjo District, necessitating stricter monitoring.
