Abstract
Poverty is an important issue facing various countries, including Indonesia. The Surabaya City Government, under the leadership of Mayor Eri Cahyadi, implements a labor-intensive program as poverty reduction efforts. This research aims to evaluate the implementation of the Maggot Cultivation Labor Solid Program in efforts to eradicate poverty in Krembangan District. The research method used is descriptive qualitative with an evaluation model approach CIPP (Context, Input, Process, Product). The research results show that in terms of context evaluation, maggot cultivation labour-intensive programmes have been suited to the needs of people in areas with high unemployment and poverty rates. However, implementation is not optimal due to several obstacles. In input evaluation, the main challenges include low community participation, inadequate and non-standard facilities and infrastructure, and limited raw materials. Meanwhile, process evaluation shows that coordination between parties is still weak, monitoring is not consistent, and harvest results are not yet on target. In terms of results, the programme has not been able to significantly increase income, create economic independence as well as a lack of business variety.
