Abstract

Product curation is one form of empowerment effort provided by the government which is carried out through the standardization selection process of registered MSMEs (Micro, Small and Medium Enterprises) products before the product is upgraded or exported. Product curation activities are certainly inseparable from various problems such as inappropriate implementation processes, inappropriate results and so on. This study aims to describe the strategy of the East Java Provincial Cooperative and Small Medium Enterprises. Service in optimizing the curation of MSMEs (Micro, Small and Medium Enterprises) products in order to penetrate the global market. This type of research is descriptive research with a qualitative approach. The focus of this research is analyzed based on the theory of strategic management processes by Wheelen and Hunger (2003) which consists of 4 stages including environmental scanning, strategy formulation, strategy implementation, and strategy evaluation. Data collection was carried out using interview, observation, and documentation techniques with purposive sampling and snowball as informant determination techniques. The results of the study indicate that the stages of scanning internal and external potential have been well recognized, although there are challenges such as participant discipline and limited understanding of curation activities. The formulation of the strategy is carried out by integrating the vision and mission of the provincial government through the preparation of concrete programs that support improving the quality of MSMEs. This strategy is continued at the implementation stage which involves program development, adequate funding, and implementation of work procedures even though they do not yet have an official SOP (Standard Operating Procedure). The evaluation shows that the results of the activities have had a positive impact on MSMEs actors, both in terms of improving quality, legality, and product export opportunities. In general, the strategies implemented have been effective and have been able to encourage MSMEs to move up a class. Keywords: Curation; Government; Strategy; MSMEs
