Abstract

Waste management remains a major challenge in sustainable development, particularly in densely populated areas such as Ponorogo Regency, East Java. Limited infrastructure, human resources, and landfill capacity hinder the effectiveness of existing waste management systems. This study aims to analyze the implementation of a Public Private Partnership (PPP) scheme between the Ponorogo Regency Government and private sector at the Mrican Landfill, using a descriptive qualitative approach. The theoretical framework adopts the hollow state model by Provan and Milward, focusing on three key dimensions: cooperation mechanisms, institutional structure, and incentive systems. The findings reveal that although the partnership is formally established through a Memorandum of Understanding (MoU) and regional regulations, technical and coordination barriers persist. The analysis of financing, actor roles, and tipping fee incentives indicates that cross-sector integration is not yet optimal. Nevertheless, the PPP model presents promising opportunities if supported by participatory evaluation, capacity building, and technological innovation. This study provides policy recommendations to enhance the effectiveness and sustainability of decentralized PPP-based waste management collaborations
