Abstract
Cultural preservation is the responsibility of the government, as stipulated in Undang-Undang Nomor 5 Tahun 2017 about Advancement of Culture. Grebeg Suro Ponorogo is one of the cultural preservation programs in Ponorogo Regency, held to commemorate the Islamic New Year and preserve various local arts in Ponorogo Regency, such as the procession of heirlooms, the offering ceremony, and the national Reog Ponorogo festival. In its implementation, Grebeg Suro Ponorogo is supported by the APBD (Regional Revenue and Expenditure Budget). In 2024, there was a decrease in the budget for the implementation of Grebeg Suro Ponorogo, prompting the Department of Culture, Tourism, Youth, and Sports of Ponorogo Regency to initiate a new breakthrough initiative: collaborating with the private sector through an event organizer (EO), PT. Local Hero Motivation, to assist the department in covering the budget shortfall. This study employs a qualitative descriptive approach, with informants selected through purposive sampling and snowball sampling techniques. Data collection techniques combined three methods: observation, interviews, and documentation, analyzed using the interactive analysis model (Miles and Hubberman, 2014). The collaborative governance model was analyzed using theory (Anshell and Gash, 2008), covering initial conditions, institutional design, leadership, and collaboration processes. The research results indicate that the collaboration in the Grebeg Suro Ponorogo event has been effectively implemented between the Department of Culture, Tourism, Youth, and Sports of Ponorogo Regency and PT.
