Abstract

This study aims to describe and analyse collaborative governance in addressing open unemployment at the Jakarta Provincial Manpower, Transmigration, and Energy Agency (Disnakertransgi). The theory used is the collaborative process model Ansell and Gash (2007), which includes face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes. This study uses a qualitative descriptive method with observation, interview, and documentation techniques. The results show that the collaboration between the Jakarta Disnakertransgi with the Jakarta Chamber of Commerce and Industry (Kadin) and the DKI Jakarta Indonesian Employers' Association (Apindo) has been active and productive through various programs such as job fairs, industry-based job training, and labour communication forums. This collaboration is characterised by productive face-to-face dialogue, strong trust building between parties, high commitment to the process, shared understanding of goals, and the achievement of significant intermediate outcomes, such as increased job placements and training programs tailored to industry needs. Collaboration has gradually reduced the open unemployment rate, but unemployment has risen again due to weak economic growth that has led to layoffs and a large number of productive-age workers.
