Abstract
Qatar, as one of the countries with a track record of interaction with Afghanistan and active donor activities, has played an important role as an actor in foreign aid missions amid the crisis in Afghanistan following the Taliban revolution from 2021 to 2024. Foreign aid is one of the political instruments that Qatar carefully considers to fulfill its various national interests, and Qatar even has a special institution called the Qatar Fund for Development (QFFD) to implement its foreign aid policy. This research aims to analyze the motives behind Qatar’s foreign aid to Afghanistan after the Taliban revolution using Mauritz van der Veen’s theory of the Seven Broad Frames Relevant to Aid Policy.
