Abstract

This study analyzes the impact of the Surabaya–Mojokerto toll road on regional economic growth in Mojokerto City and Regency using the Synthetic Control Method (SCM). The main variable examined is GRDP, supported by data on industry, labor, and investment. The results show that the toll road's impact is heterogeneous. Mojokerto City did not experience significant economic improvement, while Mojokerto Regency demonstrated higher GRDP growth compared to its synthetic control after the intervention. This indicates that infrastructure effectiveness depends heavily on local economic structure and a region's capacity to utilize improved connectivity.
