Abstract

Unmet need for family planning (KB) is one of the challenges in the success of the KB program in East Java Province. In 2024, the province ranked third highest in Java with an unmet need percentage of 5.05%. Previous research generally only maps the number of unmet need cases without considering the factors that influence the high rate between regions. Therefore, this study aims to analyze variations in the number of unmet need cases based on a clustering approach that involves additional variables, namely the number of available family planning facilities and the number of family planning field mobilization resources as factors that have the potential to influence the level of unmet need. The method used is Fuzzy GustafsonKessel (FGK), a development method of Fuzzy C-Means that is capable of recognizing more complex cluster shapes. Based on the analysis results, the best parameter configuration was obtained at the number of clusters of 4 and the weight rank of 4, with a Fuzzy Silhouette Index value of 0.688 and Xie-Beni Index of 0.072. This value shows a clear separation between clusters and good internal cohesiveness. Clustering results clustering results group 38 districts/cities in East Java Province into four categories family planning program priorities, namely low priority clusters (11 regions), developing (8 regions), medium (7 regions), and high (12 regions). Cluster results are visualized in the form of a map of the regional distribution of East Java Province so as to support spatial interpretation. In addition, the FGK model was successfully implemented in the form of an interactive graphical interface (GUI) and works properly.
