Abstract
Floods are disasters caused by human actions. Household waste generated by the community is the main cause of flooding in 245 locations across Surabaya. Meanwhile, the low level of public understanding of flood prevention actions and low community participation in flood prevention efforts worsen environmental conditions and increase the risk of flooding. The government has fulfilled its role in preventing and handling floods through the construction of floodways, the provision of flood pumps, and the development of the Surabaya River Care Community. However, the government still needs to directly educate the general public about flood prevention activities. A social campaign is an appropriate method to educate the community. Combined with social media, an educational flood prevention campaign can reach the public directly and effectively. This design project uses qualitative methods such as interviews and literature studies to gather data. Additionally, it incorporates a Likert scale questionnaire and fishbone analysis to generate the keyword “Smart Action of Flood Heroes” and to develop the campaign’s verbal, visual, and media concepts. The social campaign titled “Let’s Fight the Flood” adopts an ethnic approach through language and the use of a superhero mascot that can serve as a role model. The “8N Actions” are community-based flood prevention activities, and the campaign's call to action encourages the public to engage in three out of the eight actions according to their abilities. This social campaign is expected to improve the understanding of Surabaya residents about flood prevention measures and to encourage greater community participation in flood prevention activities in the city.
