Abstract
The empowerment of Small and Medium Industries (SMIs) is an essential strategy to address economic inequality and promote local economic growth. Digital innovation through the online marketplace “Tumbas,” initiated by the Department of Industry and Trade of Mojokerto Regency, represents a form of digital transformation aimed at supporting the promotion and marketing of SMI products. This study aims to describe and analyze the policy network in the empowerment of SMIs through the “Tumbas” innovation, using a qualitative approach and descriptive method. Data were obtained through observation, in-depth interviews, and documentation. The analysis focuses on the seven dimensions of policy network as proposed by Frans Van Waarden (1992), namely actors, network functions, network structure, institutionalization, rules of conduct, power relations, and actor strategies. The findings show that collaboration among various actors including local government, SMI players, couriers, consumers, and financial institutions—plays a crucial role in strengthening the digital ecosystem for SMIs. The Department of Industry and Trade of Mojokerto Regency holds a central role in decision-making. This study concludes that although there is still room for improvement in the rules of conduct and power distribution, the overall policy network demonstrates positive synergy and has a tangible impact on the empowerment of SMIs in Mojokerto Regency.
