Abstract
The waste problem is one of the issues commonly found in every country, especially in developing countries like Indonesia. Based on data released by the National Waste Management Information System, the amount of waste generated in Indonesia remains relatively high from year to year. The total waste dumped at the Banjardowo Jombang landfill in a day is estimated to be around 126 tonnes, which represents only 35% of the villages served by the Environmental Agency of Jombang Regency. The Environmental Agency of Jombang Regency together with related parties made an effort to reduce waste in the form of a collaborative step because of the awareness that waste is a public problem that cannot only be solved by one party. Thus, this research aims to analyze and describe waste reduction efforts in Jombang Regency using the collaborative governance model. This research uses a descriptive qualitative research approach. The collaborative governance process is seen from Ansell and Gash's theory, namely starting conditions, facilitative leadership, institutional design, and collaboration process. Data collection techniques used were interviews, observation, and documentation. The results showed that collaborative governance in the implementation of waste reduction efforts in Jombang Regency seen from starting conditions, facilitative leadership, institutional design, and has gone well. However, the implementation of the collaboration process has not been fully maximized because the face-to-face dialogue component does not occur regularly.
