Abstract
General elections are a form of a country's democratic system, which in their implementation must be honest and fair, without any bias towards potential election participants. One of the agencies responsible for organizing elections is the Election Supervisory Agency which is tasked with supervising the running of elections. This research aims to determine, analyze and describe the role of the East Java Province Election Supervisory Agency in monitoring the neutrality of State Civil Apparatus (ASN) employees in the 2024 Election. This research method uses qualitative description with a research focus based on the theory of Sururama and Amalia (2020:44) explains regarding the supervision stages which consist of establishing implementation standards, determining measurement of activity implementation, comparing activity implementation with standards and analysis carried out by observation, interviews and documentation, then the data is analyzed and the validity of the data is tested through credibility, transferability, dependability and confirmability. The results of this research show that in monitoring the neutrality of ASN, Bawaslu of East Java Province has guidelines in the form of SKB Number 2 of 2022 concerning Guidelines for the Development and Supervision of Neutrality of State Civil Service Employees. Bawaslu of East Java Province also held a Neutrality Declaration activity for ASN, TNI and POLRI to increase the attitude of neutrality during the 2024 Election. However, if there is a violation of ASN's neutrality, Bawaslu of East Java Province only has the role of monitoring and taking action against findings or reports of neutrality violations. ASN.
