Abstract
ISO 9001:2015 Quality Management System (QMS) is a crucial international standard for construction organizations in supporting performance improvement and sustainable development. This research aims to understand stakeholder views regarding the level of implementation, obstacles and solutions in implementing a quality management system based on ISO 9001:2015 in the East Java UPN "Veteran" Twin Tower building construction project. In this research, a descriptive approach was carried out using qualitative methods through interviews via questionnaires with 10 respondents representing each stakeholder. Where, the research variables consist of 7 variables and 21 sub-variables based on the principles of the ISO 9001:2015 quality management system. Based on the research results, it shows that the level of implementation of QMS ISO 9001:2015 on the project is very good with an average percentage value of 86.07%. The influence of constraints on the implementation level can be categorized as influential, with an average percentage of 65.62%. The biggest constraining factor is low quality of labor with an average value of 73.93%, and the smallest constraining factor is equipment unsuitability with an average value of 58.69%. Constraint factors can explain their influence on the level of implementation of the quality management system, where the correlation of the influence of constraint factors is 92.65%, and the remainder is influenced by other factors. The relationship between the level of implementation and the influence of constraints is inversely proportional. The higher the level of implementation, the lower the influence of constraints. The dominant constraint factors that influence the implementation of quality management system principles are low quality workforce, inappropriate methods, and suboptimal communication and coordination. Thus, the proposed solution includes improving the quality of labor/human resources, improving inappropriate results and methods, intensity of supervision, communication and coordination.
