Abstract

The existence of land is one of the important necessities of life. In this regard, more attention is needed regarding land services. Land registration aims to guarantee legal certainty over land ownership. This research examines the implementation of the Complete Systematic Land Registration Program (PTSL) in Sedatigede Village, Sedati District, Sidoarjo Regency, with a focus on ownership of land rights. The aim of this research is to determine the implementation of a complete systematic land registration program in increasing free land ownership security. This research uses a case study type of research with a qualitative approach in Sedatigede Village. Based on George C. Edward III program implementation theory, this research examines 4 main aspects: communication, resources, disposition, and bureaucratic structure. The research results show that this program has succeeded in achieving the land certification target, but there are still obstacles related to human resources and authority.
