Abstract

ABSTRACTION This thesis is an analysis of the efforts of the Indonesian Embassy in Tokyo in promoting Indonesian tourism to attract Japanese tourists to Indonesia in 2020-2022. As a country that has many good tourist destinations and diverse cultures, the tourism sector has contributed greatly to supporting the economy and development in Indonesia. However, Indonesia's tourism sector is one of the parts affected by the emergence of the COVID-19 pandemic. To tackle the spread of the COVID-19 virus, the Indonesian government implemented a social restriction policy which resulted in a decrease in local and foreign tourists and the dismissal of workers in the tourism sector. In an effort to overcome the negative impact of the pandemic on the tourism sector, the Indonesian government has moved to strengthen bilateral relations in the tourism sector with other countries. One of them is Japan, which has established tourism cooperation with Indonesia for many years. The Indonesian Embassy in Tokyo under the auspices of the Indonesian Ministry of Foreign Affairs has a mandate to foster bilateral relations between Indonesia and Japan. The Indonesian Embassy in Tokyo participates in the promotion of Indonesian tourism to attract Japanese tourists through the implementation of public diplomacy efforts, namely listening, advocacy, cultural diplomacy, exchange diplomacy, and international broadcasting. The research method used is a descriptive type qualitative research method with secondary data collection techniques, namely research sources in the form of books, magazines, websites, articles, and journals relevant to the research topic. The data analysis technique goes through three stages, namely data reduction, data presentation, and conclusions. The results showed that the Indonesian Embassy in Tokyo has made various efforts based on the implementation of public diplomacy in promoting Indonesian tourism, including providing awareness of health protocol policies, facilitating student exchanges and disseminating scholarship information, organizing cultural-based activities, and operating two-way communication by utilizing technology such as social media. Keywords: Tourism Promotion, Indonesian Embassy in Tokyo, Public Diplomacy, COVID-19.
