Abstract
Trains are a land transportation that is widely used by some Indonesians. With the many benefits of trains, the community is expected to provide awareness in the importance of giving way when trains will pass. This needs to be done because the load carried by the train is very heavy and the train carriages are also long, making it difficult if the train is forced to brake suddenly. Therefore, it is important for public awareness when crossing the tracks to remain careful and obey traffic signs. The purpose of this study is to determine and analyze the implementation of road user safety policies at level crossings at PJL 75 by the Jombang Regency Transportation Agency. This type of research is a descriptive type of research and the method used in this research is a qualitative method. The author uses Miles and Huberman's data analysis technique. The results of this study based on the theory of policy implementation from Charles O. Jones show that 1) Organization, has not been implemented because the training requirements must have a high school diploma but many PJLs have not graduated from high school so it is unfortunate because attending training is important for PJL understanding besides that security equipment such as EWS, crossing bars and signs are the responsibility of the Transportation Agency but the EWS in Brambang Village is not functioning. 2) Interpretation, has not been implemented in accordance with the theory of policy implementation from Charles O. Jones because the Jombang Regency Transportation Agency as the implementer has not thoroughly dispatched the training of level crossing guards as an effort to provide an understanding of safety at level crossings and does not evenly provide SOPs in the form of sheets at each post. 3) Implementation, has been implemented in accordance with the theory of policy implementation, from Charles O. Jones because the Jombang Regency Transportation Office has been stable in providing attention such as monitoring in the form of daily reports and reports on obstacles or problems besides that, the Jombang Regency Transportation Office has also conducted evaluations of the level crossing guards. The conclusion of this study is that the implementation of safety and security policies at JPL 75 has not been implemented in accordance with the theory of policy implementation from Charles O. Jones, because there are still many shortcomings in the implementation of policies at level crossings. Keywords: Implementation; Policy; Level Crossing; Railroad
