Abstract
After the COVID-19 pandemic passed, government agencies began to adapt to technological developments in carrying out daily activities, one of which is by running an electronic-based government (e-government) so that public services do not have to be done face-to-face but can be done anywhere. This was also done to minimize the spread of the virus at that time. Therefore, Jombang Regency as the Regency with the sixth highest SPBE score in East Java Province in 2022, created an online population and civil registration administration service namely NING YAONAH. This service is managed by the Population and Civil Registration Office of Jombang Regency to make it easier for the community to take care of population administration documents and civil registration by being able to do it online without having to come directly to the Population and Civil Registration Office of Jombang Regency. However, there are still problems and obstacles expressed by the community regarding the implementation of NING YAONAH. So, this study aims to determine and analyze the e-readiness of the Population and Civil Registration Office of Jombang Regency in implementing NING YAONAH. The research method used is mixed method with explanatory sequential design. In this study, e-government readiness was assessed using the STOPE framework from Al-Osaimi et al. (2006) with five assessment domains namely strategy, technology, organization, people, and environment which can be modified according to research needs. This research also uses the e-government readiness ranking from Center for International Development Harvard University (2019) which consists of four scales namely not ready, quite ready, ready, and very ready. The data collection techniques used is surveys, interviews, and literature studies. The data analysis techniques used is descriptive statistics and interactive data analysis models. In this study, the results showed that the five domains fell into the ready category with an overall score of 3.76 and with a percentage of 75.20%. So, it can be interpreted that the Population and Civil Registration Office of Jombang Regency is ready to implement NING YAONAH.
