Abstract
One of the categories of libraries that can reach all social statuses is city libraries or commonly called public libraries. Public libraries are likened to community universities, which play a role in educating the lives of all levels of society. This study aims to find out and describe the results of the implementation of the National Library Standards (SNP) at the Surabaya City Library and Archives Office. This type of research uses a mixed method with the convergent parallel design. The quantitative data analysis of this study is descriptive quantitative using a percentage formula and the focus of this study is using William N. Dunn's policy evaluation theory. Data from this research was obtained through observations, interviews and indicators related to SNP. This study shows that the results of the SNP implementation at the Surabaya City Library and Archives Service are quite good with an average achievement value of 75% of the specified standards. The library management standard received the highest achievement value, namely 94%, and the library service standard received the lowest achievement value, namely 55% of the SNP qualification.
