Abstract
Roads are one of the most commonly used infrastructures for an area to increase economic growth. Roads function as infrastructure for human mobility and become connecting access between regions. Good road infrastructure will make it easier for road users to move around. Infrastructure can support the economic activities of the community and the smooth distribution of the flow of goods. However, in rural areas there are still problems with road infrastructure, such as potholes. Therefore, in accordance with Regent Regulation No.2 of 2021 concerning the Regional Medium-Term Development Plan (RPJMD), appropriate efforts are needed from the government in providing public services in the road sector. The purpose of this research is to find out how the construction and rehabilitation of road maintenance by the Sidoarjo Regency Public Works Office of Bina Marga and SDA. The research method used is descriptive qualitative with data collection techniques of interviews and documentation. The theory used is development theory which focuses on the conditions for successful development with four dimensions, namely goals, targeting and prioritization, appropriate development policies, and community support. The results of the study found that 1) the purpose of development is to provide public services in the field of roads and has been achieved. 2) targets and priorities are set with a priority scale of the area with observations before the implementation of development. 3) the right development policy as a determinant of decision making has been implemented by dividing the main tasks according to the functions and responsibilities of employees and continuing to carry out monitoring and evaluation 4) the community has provided support in development planning by submitting criticism and suggestions through a forum for road repair complaints. The suggestion given by the author is that the Sidoarjo Regency Highways and Natural Resources Office can expand the road repair area and be more communicative to the community with socialization.
