Abstract

Child violence is a social problem that continues to be a concern of the government and society. By 2023, Sidoarjo district ranked second in child violence cases per district/city in East Java Province. The high rate of violence against children in Sidoarjo district from year to year shows that this problem requires serious action from the government. In this case, the government of Sidoarjo district, which is the Department of Empowerment of Women and Child Protection, the Family Planning district has the authority to carry out its role in the implementation of the protection of children from acts of violence begins implementing the program BERLIAN (Joint Protect Children). The study aims to describe the evaluation of the BERLIAN program in preventing and suppressing violence against children in Sidaorjo district. The methods used in research are qualitative methods with descriptive approaches, then data collection techniques using observations, interviews, and documentation. Data used consists of two types, namely primary and secondary data. The informants selected as the object of the information are some from the Women's Empowerment and Child Protection Service, Family Planning District of Sidoarjo and the school and pupils participating in the BERLIAN program. The theory used is the evaluation theory according to William N. Dunn (2003), which consists of 6 criteria namely effectiveness, efficiency, appropriateness, word, responsiveness, and accuracy. From the results of the study, it was concluded that the implementation of the Berlian program (Joint Protect Children) still did not meet the criteria in terms of effectivity, efficacy, adequacy, and wording. However, in the criterion of responsivity and precision showed that the BERLIAN program was targeted correctly and on average the responsivities of teachers and students felt satisfied and gave high enthusiasm. However, the implementation of the BERLIAN program in Sidoarjo district is still considered to be less than maximum.
