Abstract
The Indonesian government's Complete Systematic Land Registration (PTSL) program aims to speed up land registration procedures in Indonesia. The goal of the program is to ensure that every parcel of land in Indonesia has an official certificate, thus providing legal certainty to the public over land ownership. implementation is defined as a process carried out by the government in the form of laws, regulations, court decisions, and policies that have been made by government institutions in order to achieve state objectives. This process involves a variety of resources, including people, money, and organizational capacity. This research underscores the importance of quality public policy in supporting the implementation of the PTSL program. The public policies in question include improvements in communication between relevant parties, optimizing the use of resources that have been provided, restructuring the bureaucracy for better efficiency, and strengthening the capacity and competence of staff through relevant training. This suggests that a well-designed and consistently implemented public policy can increase the quality and success of the PTSL program, provide legal certainty, and ultimately improve the overall welfare of the community.The purpose of this study was to assess, using a qualitative methodology, the implementation of the Complete Systematic Land Registration (PTSL) Program in Kelurahan Dr. Sardjito. The study found that program communication was poor, as evidenced by the absence of socialization which led to many residents not preparing complete documentation, based on an examination of the data collected. Although resources such as funds, manpower, and infrastructure were available, their use had not been optimized and therefore did not have a significant impact on the success of the program. Although the positive attitude and disposition of the staff proved to be an important supporting factor, they still need to be further strengthened through training. As staff have been assigned to tasks outside their areas of expertise, the existing bureaucratic organization has also not been operating optimally. In short, the implementation of PTSL in Dr. Soetomo Village is still not optimal. To improve performance and program success in the future, improvements need to be made in terms of communication, resource optimization, bureaucratic structure and staff attitudes.
