Abstract
Street children are children who grow up on the street and spend their time to work. These street children often don't get their rights as children. The city of Surabaya, as the city that received the Child Friendly City award with the highest score in Indonesia, has made various efforts in the realization of children's rights, including street children through UPTD Kampung Anak Negeri. The research method used is qualitative research. The theory used is Fred. R. David's theory of strategic management, taking the sub-focus of strategy implementation that consists of annual goals, basic policies, and resource allocation. The results of this study is: 1) The annual goals is depend on the growth of children classified according to age. 2) The basic policy is uses the Perwali No 119 Tahun 2021 3) The distribution of resources in the financial section comes from the APBD, then the Human resources is 18 staff and 12 talent instructors. Then the Physical Resource is a complete and decent building and facility.
