Abstract
The informal sector such as street vendors is an alternative for the people of Madiun City to meet their daily living needs. With the rise of street vendors who violate regulations made by the city government, it causes unrest among residents and also disturbs peace and public order. In this case, the civil service police unit is one of the regional apparatuses that assists the Regional Head in implementing regional regulations and maintaining order and security for the community. The aim of this research is to find out how effective the strategy of the civil service police unit is in controlling street vendors. The research method used was qualitative with a descriptive approach, with the aim of finding out the effectiveness of the civil service police unit's strategy in implementing control over street vendors in Madiun City. Researchers analyzed the factors that influence strategy effectiveness based on theory from Steers (2015), namely organizational characteristics, environmental characteristics, employee characteristics, and policy characteristics. The research results show that: 1) Organizational characteristics are good in accordance with their main tasks and functions. 2) Environmental Characteristics, there are still polemics in the external environment related to strategy implementation. 3) Worker characteristics, behavior and performance are good as proven by routine raids and operations in accordance with Standard Operating Procedures. 4) Policy Characteristics, it is good with the issuance of Mayor Regulation Number 19 of 2019 concerning the control and development of street vendors.
