Abstract
This study aims to describe and analyze the implementation of Digital Era Governance (DEG) through the KABAR MAS PONIDI Programme at the Department of Population and Civil Registration (Dispendukcapil) of Madiun Regency in improving the efficiency of population administration services, particularly Family Card (KK) services. This research employs a descriptive qualitative method, with data collected through in-depth interviews, observation, and documentation involving the programme coordinator, SIAK operator, village registration officers, and service users selected through purposive sampling, then analyzed using the interactive model of Miles and Huberman. The findings show that the programme successfully applies the three DEG indicators proposed by Dunleavy et al. (2006). First, reintegration is reflected in the coordination between Dispendukcapil and Village Registration Officers (PRD) through the centralized SIAK system, as well as document integration based on a single identity number (NIK) linking KK with other public services, although real-time service status information is still lacking. Second, needs-based holism is demonstrated by bringing services closer to villages, achieving more than 95 percent KK digitalization, though digital literacy gaps still limit outreach. Third, digitalization is evidenced by the end-to-end electronic service process supported by Electronic Signatures (TTE), despite persistent dependency on the centralized SIAK system, and overall the programme has significantly improved the efficiency and accessibility of population administration services in Madiun Regency.
