Abstract

Public service is one of the government's fundamental functions that must be delivered effectively, transparently, accountably, and in a manner that prioritizes public satisfaction. One of the government's initiatives to improve public service quality is the Monitoring and Evaluation of Public Service Provider Performance (PEKPPP). Although PEKPPP has been implemented in Sidoarjo Regency since 2021, its implementation continues to face several challenges, including differences in the level of understanding among Regional Government Organizations (Organisasi Perangkat Daerah/OPDs), limited resources, and the suboptimal follow-up of evaluation results. This study aims to analyze the implementation of PEKPPP at the Regional Secretariat of Sidoarjo Regency in 2025 using the policy implementation theory of Van Meter and Van Horn, which consists of policy standards and objectives, resources, characteristics of implementing agencies, inter-organizational communication, implementers' disposition, and the social, economic, and political environment. This research employed a qualitative descriptive approach. Informants were selected using purposive sampling. Data were collected through observation, interviews, and documentation and analyzed using the interactive model of Miles and Huberman, including data collection, data condensation, data display, and conclusion drawing. Data validity was ensured through source and technique triangulation. The findings indicate that the implementation of PEKPPP at the Regional Secretariat of Sidoarjo Regency has generally been carried out effectively in accordance with the indicators proposed by Van Meter and Van Horn. The successful implementation is supported by clear policy standards, effective inter-organizational communication, competent human resources, supportive organizational characteristics, and the strong commitment of implementers in conducting public service evaluations. In addition, the social and political environment contributes positively through the high level of public literacy, the extensive use of social media, and legislative oversight by the Regional House of Representatives (DPRD). Nevertheless, financial resource constraints remain a significant challenge, affecting service innovation, the provision of facilities and infrastructure, and the implementation of evaluation recommendations in several OPDs, urban villages, and regional-owned enterprises. Therefore, strengthening policy dissemination, enhancing the capacity of public officials, increasing budget support, and optimizing the use of digital technology are necessary to improve the effectiveness and sustainability of PEKPPP implementation.
