Abstract

The unilateral change of a concert venue by a promoter may cause consumer losses when it results in a decline in the quality of the event and the failure to fulfill consumers' rights to comfort, safety, and security. In the case of the DAY6 3rd World Tour Forever Young in Jakarta 2025, the venue change from Jakarta International Stadium (JIS) to Stadion Madya Gelora Bung Karno (GBK) raised legal issues concerning the promoter's liability and the legal protection available to affected consumers. This study employed a normative juridical research method using statutory and conceptual approaches. The findings indicate that consumer legal protection consists of preventive protection through the provision of accurate information, compliance with service standards, and risk mitigation, as well as repressive protection through compensation and dispute resolution mechanisms, both non-litigation and litigation, in accordance with Law Number 8 of 1999 on Consumer Protection. Furthermore, any Terms and Conditions that conflict with the provisions of the Consumer Protection Law cannot exempt the promoter from legal liability for the losses suffered by consumers.
