Abstract
The rapid development of digital transformation requires communities to have adequate digital literacy to effectively utilize technology-based public services. This study aims to examine, describe, and analyze the strategy of the East Java Provincial Library and Archives Office in improving digital literacy culture. This research employed a descriptive qualitative method using Fred R. David’s strategic management framework, which includes strategy formulation, strategy implementation, and strategy evaluation. Informants were selected through purposive sampling. Data were collected through interviews, observations, and documentation, and analyzed using Fred R. David’s strategic management model. The findings show that the strategy implemented by the East Java Provincial Library and Archives Office is consistent with the stages of strategy formulation, implementation, and evaluation. The strategy was systematically formulated based on data, implemented through digital service innovations, human resource development, and collaboration with various stakeholders, and continuously evaluated through monitoring and performance measurement. However, several challenges remain, including limitations in digital system features, suboptimal library management, low public interest in reading, and inadequate facilities and infrastructure in several areas. Therefore, improvements in digital systems, library management, human resource capacity, infrastructure, and stakeholder collaboration are needed to enhance the effectiveness and sustainability of digital literacy programs.
