Abstract
Surabaya, the second-largest metropolitan city in Indonesia, faces increasing traffic congestion due to the rapid growth of private vehicles that is not matched by road capacity expansion. As an effort to improve public transportation services, the Surabaya City Government introduced the Wira-Wiri Feeder as a feeder transport system connecting residential areas to the main transit corridors. This study aims to analyze the operational performance and service quality of the Wira-Wiri FD11 Feeder on the Terminal Bratang–Shelter Bulak route based on the Minimum Service Standards for public transportation. A quantitative research method was employed using static surveys, dynamic surveys, and questionnaires distributed to 100 respondents selected through accidental sampling. Operational performance was evaluated using indicators including load factor, travel speed, headway, waiting time, fleet availability, service hours, and vehicle frequency based on the Directorate General of Land Transportation Decree No. 687/AJ.206/DRJD/2002. Service quality was analyzed using the Importance Performance Analysis (IPA) method. The results indicate that the load factor (37.85%), travel speed (22.91 km/h), waiting time (12.57 minutes), fleet availability (100%), and service hours (15.5 hours) met the required service standards. However, the headway (25.14 minutes) and vehicle frequency (2.39 vehicles/hour) were below the minimum standards. The Importance Performance Analysis (IPA) method analysis produced an overall conformity level of 93.53%, with priority improvements identified in the AC condition and the air temperature inside the wira-wiri, a bus wait time that's not too long, operational schedule consistency, priority seating for elderly passengers, pregnant women, and persons with disabilities, availability of route and schedule information, seat comfort, and operational time regularity. The findings are expected to serve as a reference for the Surabaya City Transportation Agency in improving the operational performance and service quality of the Wira-Wiri FD11 Feeder.
