Abstract
Public service is the government’s primary function in meeting the needs of the community. To address limited access to services due to the geographical conditions of Trenggalek Regency, the Trenggalek Regency Government has launched the “Mening Deh” (Makaryo Ning Deso Desa Hebat) public service innovation. This study aims to analyze the public value of the “Mening Deh” public service program in Watulimo Subdistrict based on Moore (1995) theory of public value, which encompasses legitimacy and support, operational capabilities, and substantive value. This study employs a descriptive method with a qualitative approach. Data were collected through observation, interviews, and documentation, and were subsequently analyzed using the interactive model proposed by Miles, Huberman, and Saldaña. The results indicate that the legitimacy and support aspect has not been fully met because Mening Deh lacks a legal basis and specific Standard Operating Procedures (SOPs), although it is supported by a Regent’s Circular Letter, Regent Regulation No. 64 of 2024, and has received positive responses from the community and stakeholders. The “operational capabilities” aspect has functioned well thanks to support from human resources, technology, and the budget, although it still faces challenges related to weather, internet connectivity, and high volumes of applicants for certain types of services. The “substantively valuable” aspect has successfully created social, cultural, political, economic, educational, and ecological value that is felt by the community. This study indicates that Mening Deh is capable of creating public value but still requires strengthening of formal legitimacy and more equitable outreach to improve the quality of public services.
