Abstract
Optimal health care requires an adequate workforce and effective workload management to support service performance. A shortage of health care workers that does not meet service needs has the potential to increase workloads, thereby affecting the quality of services provided to the community. This study aims to analyze the effect of workforce availability and workload on service performance at the Kandui Community Health Center (UPT Puskesmas) in North Barito Regency, Central Kalimantan Province. This study employs a quantitative research method with an explanatory approach. The study population consists of 80 permanent medical staff and patients at the Kandui Community Health Center (UPT Puskesmas). The sample of medical personnel was determined using saturation sampling, while the patient sample was selected using nonprobability sampling with a purposive sampling method, resulting in 80 respondents from each group. Data collection was conducted through the distribution of questionnaires using a Likert scale, which were then analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results of the study indicate that workforce availability has a positive and significant effect on service performance, while workload has a negative and significant effect on service performance. These results suggest that increasing the adequacy of health workers and optimizing workload management are important factors in improving service performance at the Kandui Community Health Center (UPT Puskesmas Kandui).
