Abstract
Digital transformation in the public sector has encouraged governments to optimize the implementation of Electronic Procurement Services (LPSE) to achieve effective, transparent, and accountable governance. However, the success of LPSE implementation is not solely determined by technological availability but also by the level of Organizational electronic readiness (E-Readiness). This study aims to analyze the influence of Technology, Organization, and Environment factors on LPSE E-Readiness in the Surabaya City Government using the Technology Organization–Environment (TOE) framework. A quantitative approach with a survey method was employed involving 40 employees of the Procurement and Development Administration Division of the Surabaya City Government. Data were collected through questionnaires and analyzed using multiple linear regression. The findings indicate that, partially, the Technology factor has no significant effect on E-Readiness (β = 0.008; Sig. = 0.959), and the Organization factor also has no significant effect (β = 0.360; Sig. = 0.064). In contrast, the Environment factor has a positive and significant effect on E-Readiness (β = 0.387; Sig. = 0.024). Simultaneously, Technology, Organization, and Environment significantly influence E-Readiness (F = 10.791; Sig. = 0.000), with a coefficient of determination (R²) of 0.473. These findings suggest that external Environmental support, regulatory frameworks, and infrastructure play a crucial role in enhancing Organizational digital readiness for LPSE implementation within the Surabaya City Government.
