Abstract
The Higher Education Service Institute Region VII (LLDIKTI Region VII) is a government institution under the auspices of the Ministry of Higher Education, Science and Technology (Kemendiktisintek) which is tasked with improving the quality and standard of Indonesian education in the East Java Region. One of the improvements in the quality and quality of education has been implemented by LLDKTI Region VII in the form of a policy on Prevention and Handling of Violence in Higher Education (PPKPT), this policy has been clearly stated in Permendikbudristek No. 55 of 2024 which was ratified by the government in October 2024. So that the main task of LLDIKTI Region VII is to form a PPKPT Task Force (Satgas), but until now there are obstacles experienced by the institution regarding the formation of the task force which is not evenly distributed and the lack of conceptual understanding from the Higher Education Institutions in absorbing information regarding Permendikbudristek No. 55 of 2025. So in this case the solution option that can be provided to accelerate the process of forming the task force and help Higher Education Institutions in understanding the regulations in a simple way so that they are easy to implement is by applying the Dynamic Governance theory with three capabilities, namely thinking ahead, thinking again, and thinking across. This step is intended to find out several aspects regarding the actions taken by the institution towards Higher Education such as the aspect of thinking ahead and anticipating the risk of long-term violence, understanding the pattern of thinking back by prioritizing the feedback loop aspect, and establishing cross-sector collaboration with several external parties that are certainly still related to the focus of violence. Then the results were found that all Dynamic Governance capabilities have been implemented, but the aspects of thinking again and thinking across still need to be improved because there are still systems that do not support the feedback loop and external collaboration programs are only limited to socialization activities.
