Abstract

The development of digital public services in the field of employment has prompted the government to introduce more participatory and collaborative services to improve young people’s employability. One innovation developed by the Surabaya City Industry and Labour Office is the Arek Suroboyo Siap Kerjo (ASSiK) Programme, a digital employment service platform that connects jobseekers with the needs of industry. However, several issues have been identified in its implementation, such as low public participation, insufficient programme outreach, an imbalance in collaboration among stakeholders, and technical challenges within the ASSiK system. Therefore, this study aims to identify, describe, and analyse the application of co-production within the ASSiK Programme to foster youth employability at the Surabaya City Department of Industry and Labour. This study employs a descriptive qualitative method with data collection techniques including interviews, observation, and documentation. The research focus was analysed using Nabatchi’s (2017) co-production theory, which encompasses co-commissioning, co-designing, co-delivery, and co-assessment. The results indicate that the application of co-production within the ASSiK Programme has involved the government, industry, and the community in the programme’s implementation process. During the co-commissioning stage, the planning process remains dominated by the government and companies, while community participation remains limited. During the co-designing phase, industry stakeholders played an active role in determining competencies and work standards, but community involvement was not yet fully participatory. Subsequently, during the co-delivery phase, collaboration between stakeholders has been proceeding fairly well through the implementation of vocational training, job fairs, internship programmes, and the use of the ASSiK platform. Meanwhile, in the co-assessment phase, programme evaluation has been carried out through surveys and monitoring, but community involvement in formal evaluation is still not optimal. It can therefore be concluded that the ASSiK Programme has implemented the concept of co-production in employment services, although community participation, particularly among young job seekers, still needs to be improved so that the collaboration established is more participatory and sustainable.
