Abstract

This study aims to analyze the effectiveness of the "Evening Hours" program at the Library and Archives Service of East Java Province. Despite East Java having a high Reading Interest Level (TGM) nationally, the implementation of this night service faces several challenges, including a lower number of visitors compared to regular operational hours and resource inefficiency. Using Duncan’s theory of effectiveness (1973), this research evaluates three main dimensions: Goal Achievement, Integration, and Adaptation. This study employs a descriptive qualitative method. Data were collected through in-depth interviews with management and visitors, field observations, and documentation of visitation data from 2025–2026. The results indicate that the program has not been optimally effective. In terms of Goal Achievement, the lack of measurable performance targets makes success difficult to quantify. Regarding Integration, while internal coordination is well-established, external socialization remains uneven, leaving many potential users unaware of the service. In terms of Adaptation, the library faces technical challenges such as inadequate lighting for night reading. The study recommends the formulation of clear attendance targets, more aggressive promotional strategies, and facility improvements to enhance energy efficiency and visitor comfort.
