Abstract

The presence of shopping centers in Tuban District has a significant impact on increasing traffic volume and the intensity of side obstacles on the surrounding road network. This study was conducted to evaluate road performance using the Degree of Saturation (DJ) parameter, statistically analyze the significance of differences in traffic impacts between locations, and develop road condition projections for the next five years. By applying a descriptive quantitative method referring to observations, data were obtained through field observations during peak hours at four observation points, namely Citimall, Bravo Supermarket, Samudra Supermarket, and Keraton Supermarket. Data analysis techniques used included the One-Way ANOVA test for comparison between locations and linear regression for growth forecasting. The results of the study showed that Citimall recorded the highest DJ value of 0.628 on Sunday afternoons, while Samudra Supermarket showed an anomaly with peak activity in the morning. Based on the ANOVA test, there was a significant difference in saturation levels (p < 0.05) between locations, where Citimall acted as a major travel magnet. Furthermore, all observation locations were categorized as high side obstacles with an adjustment factor (FCHS) of 0.81-0.92. Through a projection model with a very high level of accuracy (R2 0.9962), the DJ value is predicted to exceed the saturation threshold (1.0) within five years. Therefore, it can be concluded that the development of commercial areas has a significant impact on the decline in road performance, so that the implementation of integrated and location-specific traffic engineering management is needed to anticipate total congestion in the future.
