Abstract
The high rate of unemployment among university graduates in Sidoarjo Regency indicates a lack of responsiveness from the Sidoarjo Regency Manpower Office in addressing unemployment, despite the implementation of training programs and job fairs. Public access to information remains limited, and training quotas are disproportionate to the high number of applicants. This study aims to analyze the responsiveness of the Sidoarjo Regency Manpower Office in tackling unemployment among university graduates. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, then analyzed using an interactive data analysis model. The results indicate that the responsiveness of the Sidoarjo Regency Manpower Office is not yet optimal. Out of five responsiveness indicators, four have not been effectively implemented. University graduates reported concerns regarding the communication and transparency of the Manpower Office's services, while some job seekers also exhibited a lack of commitment after securing employment. The response of the Sidoarjo Manpower Office to complaints was perceived as passive and less informative, and planned service improvements remain in the planning stage. Furthermore, the programs provided do not fully align with the needs of university graduates, and job training quotas remain limited compared to the total unemployed population. Consequently, improvements are necessary regarding program synchronization, the quality of service information, and the optimization of follow-up employment programs.
