Abstract
Inclusive education is a manifestation of the fulfillment of the basic rights of every citizen to obtain educational services without discrimination, including for students with disabilities. This study aims to analyze the application of human governance principles in realizing inclusive education at SMP Negeri 29 Surabaya. The research approach used is qualitative with a case study design. Data collection techniques were carried out through in-depth interviews, observation, and documentation with informants consisting of the Surabaya City Education Office, SMP Negeri 29 Surabaya, special assistant teachers, students with disabilities (PDPD), and parents of students with disabilities. Data analysis was conducted using the interactive model of Miles and Huberman which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the application of human governance principles in the implementation of inclusive education at SMP Negeri 29 Surabaya is not yet fully optimal. However, several principles such as equality and freedom as well as adaptive government administration performance have been seen quite well in practice, particularly through a needs-based learning approach and policy flexibility. Meanwhile, the principles of social accountability, participation, subsidy assistance, and sustainability still face various obstacles, especially in aspects of policy consistency, limited resources, and minimal substantive participation in policy formulation. This study concludes that strengthening inclusive education governance based on human governance needs to be directed at increasing participation, substantive accountability, and sustainable policy support so that inclusive education services can run in a humane and equitable manner.
