Abstract

ABSTRACT Effectiveness of the “Jumpa Artis” Free Ball Pickup Service in Improving Public Services in Sedati District, Sidoarjo Regency This study aims to analyze the effectiveness of the Jumpa Artis Program (Free Ball Pickup Service) in improving the quality of public services in Sedati District, Sidoarjo Regency. The program represents an innovation in population administration services by delivering direct, village-based services to facilitate community access to essential documents such as e-KTP, Child Identity Cards, and Job Seeker Cards. This research employs a qualitative approach with a case study method and refers to Sutrisno’s effectiveness theory, which consists of five indicators: program understanding, targeting accuracy, time accuracy, goal achievement, and real change.Data were collected through in-depth interviews with eight informants comprising district officials, Civil Registry Office representatives, and service recipients supported by observations and documentation. The findings indicate that the program is relatively effective in enhancing accessibility to population administration services, as shown by an increase in service recipients from 100 people in 2021 to 160 people in 2024, alongside a satisfaction rate of 90 percent. The program has successfully reached communities with limited access to district offices, thereby reducing both costs and processing time.Despite these achievements, several obstacles remain, including delays in implementation, insufficient inter-agency coordination, limited human resources and infrastructure, and inadequate population data updates. The study recommends strengthening human resource capacity, increasing infrastructure support, developing digital information systems, and enhancing cross-sectoral coordination to ensure sustainable improvement in program effectiveness.
