Abstract
This study aims to analyze the process of community empowerment through the Creative Craft Design Entrepreneurship Incubation Program as an effort to develop fashion-based MSMEs in Mojokerto City. Mojokerto is one of the regions with strong potential in the creative economy, particularly in the craft design subsector which integrates local cultural values with modern innovation. However, MSME actors in this sector still face various challenges, including limited market access, low utilization of digital technology, limited capital, and inadequate design capabilities. The incubation program initiated by the Ministry of Tourism and Creative Economy in collaboration with the Mojokerto City Government serves as a strategic intervention to enhance the competitiveness of local creative entrepreneurs through training, mentoring, and market facilitation. This research employs a descriptive qualitative approach, using Terry Wilson’s (1996) empowerment framework, which consists of four indicators: awakening, understanding, harnessing, and using. Data were collected through in-depth interviews, observations, and documentation, further supported by information from the Department of Cooperatives, SMEs, Industry, and Trade of Mojokerto City as the program implementer. The findings indicate that the incubation program has provided significant improvements in the capacities of craft design MSME actors, particularly in areas of design innovation, understanding market trends, and applying digital marketing strategies. In the awakening stage, participants began to develop awareness of the need for innovation, although some still demonstrated limited proactiveness. In the understanding stage, training improved technical design skills and business management, yet gaps remained in digital marketing competencies. During the harnessing stage, participants attempted to utilize acquired knowledge and resources, but optimization was hindered by limited capital, technological barriers, and weak business networks. In the using stage, several MSME actors were able to apply innovations consistently, although long-term sustainability remained constrained by the lack of post-program monitoring. Overall, the incubation program contributes meaningfully to improving product quality and strengthening the capacities of creative MSME actors in Mojokerto. However, further development is needed in the form of long-term mentoring, access to capital, and deeper digital integration to ensure a more sustainable empowerment process.
