Abstract
The Kartu Identitas Anak (KIA) holds a crucial role as an official identity document equivalent to the Kartu Tanda Penduduk (KTP). However, the ownership rate of KIA in Sidoarjo Regency remains below the target, achieving only 51.4% of the 60% goal set for 2024. This low achievement is primarily caused by limited public awareness and understanding of the importance of KIA, as well as constraints in accessing available online services. To address this issue, the Sidoarjo Regency Government launched the Jemput Bola Terpadu Sidoarjo yang Gemilang (Jebete Sayang) program to bring population administration services closer to areas located far from service centers, such as Kedungbocok Village. This study aims to analyze the implementation of the Jebete Sayang program in increasing KIA ownership in Kedungbocok Village, Tarik District. The research employed a qualitative descriptive method using George C. Edward III’s policy implementation theory. Data were collected through in-depth interviews and observations. The findings reveal that the Jebete Sayang program has been relatively effective in improving KIA administration through diverse information transmission, message consistency, positive implementer disposition, and an organized bureaucratic structure. Nevertheless, program effectiveness remains limited by unclear communication and insufficient dissemination of KIA’s urgency, as well as weak formal coordination among stakeholders. Therefore, strengthening both communication clarity and formal coordination is essential to optimize the program’s success in the future.
