Abstract
This study aims to determine and describe the effectiveness of public service delivery at the Public Service Mini Mall (MMPP) Sukodono District Sidoarjo Regency. This effectiveness is seen based on three dimensions according to Duncan (1973), namely goal achievement, integration, and adaptation. This study uses a qualitative approach with data collection techniques through observation, semi-structured interviews, and documentation involving informants who have an understanding and involvement in the Public Service Mini Mall (MMPP) Sukodono District. Data analysis was carried out using the Miles and Huberman Interactive Model through data collection, data condensation, data presentation, and conclusion. The results of the study indicate that in general the implementation of public services at the Public Service Mini Mall (MMPP) Sukodono District is still ineffective. The goal achievement dimension is generally quite optimal, but security remains suboptimal. Specifically, the Dispendukcapil counters are not meeting SOPs, and the BPJS Kesehatan is providing services via Zoom, making it less convenient for the public, especially the elderly. The integration dimension is generally quite optimal. The SOPs for all counters have not been published, resulting in limited public access to service requirements, and there are no regular evaluation meetings. The five counters that remain open meet the community's needs. The adaptation dimension is generally suboptimal, with only 5 of the 11 counters remaining open, and there has been no significant improvement or positive change. Specifically, two counters, Dispendukcapil and BPR Delta Artha have seen improvements, two other counters, Bank Jatim and BPPD Sidoarjo, have remained the same, and the BPJS Kesehatan counter has undergone significant changes to online services via zoom due to limited staff.
